New Ball-Handler Defensive Contact Rules

The Rule Change

The NBA further tightened rules governing defensive contact on ball-handlers, building on the 2004 hand-checking ban. Referees were instructed to call fouls on any contact that redirected or impeded the offensive player's speed, quickness, balance, or rhythm.

Statistical Impact

Reinforced the 2004 changes with more specific officiating guidelines. Perimeter players continued to gain advantages as defenders adapted to the new normal. The cumulative effect of 2004 and 2005 rules was a permanent shift in how basketball was officiated, favoring ball-handlers over defenders.
